How to create a followup without using copy BADI or Actions ??

Hello Experts,

I want to create a followup task after the FS quotation status is 'Disbursement Completed' . This is the last status in the status profile and no more changes are allowed after this ( forbidden and not allowed ). We created an action for that , while executing the actions in SPPFP (selection report - since i need to create task after some days), I am getting error that no changes are allowed. When I debug I found that this is because of the status profile and the status. I skipped the standard logic to ENQUEUE the order ( this was showing error message ) and able to execute the action and successfully created followup.

Since I was able to create to followup even after the last status we are planning to create a followup from program and execute as a batch job. But could any one please tell me how we can create a followup directly from a program. Do we have any standard method /FM which can create followup from a program ?
