customs duty type

Hi Friends,

I have a requirement to add new Customs Duty type for Customs declaration like US Fuel charge which is added to legal regulation AES, But it should be only enable when the declaration is between US and Canada.

We have one legal Regulation AES which is used when Departure country is always US and we have not activated Destination country

So for all Customs declarations origination from US, same AES is triggered and the customs duty US Fuel Charge is determined. I need this to determine when Customs declaration is between US and Canada and not between US and another country (except Canada)

Could you please guide me how to accomplish this ? can it be done through Standard configuration or any code is required?
