I tried re-creating the issue. I couldn't. However I am getting an error " You may only use the subject 'Test Blog' once per day. Doesn't this mean I have submitted one with the same title already?
I noticed another thing, When the file type is not right, it gets removed on Publish and the option to upload a file is not there on the screen anymore.

yeah based on this message I would also expect that it is already there, but it is unknown how and where the program checks
I tried it myself and posted 2 blogs with the same title as you can see in the beta space SAP Blogs - The Best Run Businesses Run SAP
I did not get this error message.
However I saw a different message when I tried to edit the last one: "The backup of this post in your browser is different from the version below. Restore the backup. "
This makes me think that the program is checking against the browser cache.
I cannot see any blog from you, and I see all blogs that are created today, no matter if they are still in draft status or in review status or already posted.
And you also spoke about attaching something to a blog. Honestly I have not yet seen this option in beta blogs.
Eventually you could add some links from the page where you are when you post your blogs.
