Fire Fighter Owner Setup - Primary & Secondary

If I wanted to configure the GRC application for Fire Fighter to make 2 people owners (primary & secondary) where the secondary person only gets the workflow notice to approve the FFID request if the primary person does not approve that request in say an hour is this type of configuration possible and if so does it get configured in the IMG or is this in the GRC application FFID Owner set-up somewhere to specify the time period.
