Maintenance Order for breakdown notification

Hi,

In SAP standard, is it possible that I can restrict on without breakdown notification, maintenance order could not create. Means I can create breakdown notification than order but I can't create direct order only for breakdown category.

Is that possible in SAP standard or will be cater from ABAP?
