agentry: User xxx is busy. Skipping keep alive message. Retry attempt in 1 second.

we moved our application to our training environment from our qa environment and in the middle of a transmit I'll see it hang on its fetches. I noticed when it does that i'm getting the following message ever second in the log : User xxx is busy. Skipping keep alive message. Retry attempt in 1 second. ANyone see this issue in the past?
