This can be easily achieved from EPM formatting sheet.
Go to Dimension Member / Property Formatting -> Row (priority to row format should be check by default in pre delivered templates) -> Add Member Property -> Select Key Figures under Dimension -> Select specific Key Figure on the right screen -> OK
Once the Key Figure appears under Formatting on Specific Member / Property right click on the cell from column F (Data) where 10.000 is -> Format Cell -> Number -> Percentage (excel formatting)
Then you can double click on the cell next to the right and select Number Format.
