Block the sales order based on Usage

I have scenario to block the sales order based  on the customer usage , The Process will calculate a rolling 6 month average order quantity by sold to and product family. example if take the average for last six months as 100 qty . When a customer places new order if the order qty exceeds by 200% then order is blocked for delivery  .. Thanks in advance

Not necessary because in VBAP table itself, you have customer code, material code and quantity.  The coding should just do the calculation logic.
