Block the sales order based on Usage

I have scenario to block the sales order based on the customer usage , The Process will calculate a rolling 6 month average order quantity by sold to and product family. example if take the average for last six months as 100 qty . When a customer places new order if the order qty exceeds by 200% then order is blocked for delivery .. Thanks in advance
