Digital Signature authorization

Hi,

I am working in Digital Signature and i have finished all the steps like 1. Define authorization group  2.Define individual signatures 3.Define signature strategies. I have created two signatures like REVIEWER , APPROVER  thus once the reviewer digitally signs the document , approver have to sign next. But my problem is any user is able to approve my document. Is it possible  to allow only the authorized person to sign the document instead of all the users?
