Hi,
System is immediately sending a notification email (without workflow) to next approver When PO is released via either ME28 or ME29n.
However, system doesn't send any email for other PO having different release strategy. Is there any restriction to the release strategy for sending email?
Note: Next approver is the user who have an authorization to the specific release code and email address to be maintained in SU01.

This is a home made solution, There are no mails without workflow in standard.

I am very certain about the homemade solution since we are using a similar one, it is in general using a part of the workflow, but the release strategy does not need to be setup for workflow use at all. It is event triggered, an event is fired when you save the PO, based on that event another program is checking Z-tables to know for whom a notification has to be send and finally an email is created.
If you are new in the organization then ask your colleagues, look into the historic functional specs. Talk to the key users (such request usually come from the business).
You were right and I was confused even though I have gone through the user-exit implementation.
I have already implemented WF for sending the notification based on only release status changes. Because it was sending double emails (WF + userexit), it was confusing. Userexit solution wasn't that flexible compare the WF.
