When a new user account is created...what happens?

Hello everyone! Hope your well!

My question is this. When I create a new user account what else happens. More specifically, does it create automatically the users home folders? My Documents and Webintelligence. Are both created by default. Next what Access/Rights are assigned to these folders initially?
