Please check whether the license is eligible for your document, check whether the valid from and valid to date resides in the definitive date of the document. And make sure the license is active.

Sorry, I got your question, I was thinking you are asking why the license is not displayed in manual assignment.
Please then use the first button 'adopted license for item', and proceed further.
If you can debug to see why the entry is presented, that will be good. Otherwise, I think you have to raise a ticket to SAP for checks.
BTW, the second button 'Copy license to header' doesn't mean you assign the license to header level, but rather 'assign all items at once'.

I did create the license for specific material but I was not able to see it when I tried to manually assign,
