Please download SAPEXEDB for MSS which is higher than patch level 100 (SAPEXE should also in the same patch level) and then retry.

You can try to repeate the installation with the latest available Kernel release 745, if you still has problem, post "sapinst_dev.log" for further analysis.

I think you might download the file SAPEXEDB*.SAR you have to rename the file from SAPEXEDB*.SAR to SAPEXEDB.SAR. and then retry the same phase.
