Configure Including hours in time accounts

Hi experts,

I need your help in implementing a legal requirement of time management.

Next, the process is subscribed. I start from a monthly time account.

Example 1

  • Planned Working Time: 22 * 8 h = 176
  • Hours Including 20 h
  • Threshold: 196 h
  • Recorded time: 198 h
  • 20 h are withdrawn and posted the difference of 2 in the next month
  • Process End 1

Example 2

  • Planned Working Time: 22 * 8 h = 176
  • Hours Including 20 h
  • Threshold: 196 h
  • Recorded time: 182 h
  • The balance is set to 0, there is no transfer to the following month
  • Process End 2

Example 3

  • Planned Working Time: 22 * 8 h = 176
  • Hours Including 20 h
  • Threshold: 196 h
  • Recorded time: 174 h
  • The negative balance of -2 is posted in the next month
  • Process End 3

About configuration tips I would be grateful, in the time accounts rules can not be added to adjust only "Remaining Balance Above limit", the "Remaining Balance" but should not be transferred, but only the delta between planned working time and the balance.

It's a legal requirement in Germany called "Pauschalabgeltung". Any Ideas?
