Stopping an absence type from being counted on a national holiday

Dear Experts

I have created an absence type ( w/o quota ) and assigned a counting rule to the same. Under "Holiday Class" and "Day Type" sections, I have checked "Not a Public Holiday" and "Work according schedule" respectively. However, in PA30, I can create a record with that absence type on a day with HC 1. How can we change that?
