Goods Issue for Production with Decentralized WM

Dear SAP Gurus,

Currently in our scenario with Decentralized Warehouse, the Goods Issue for Production should generate Deliveries for the external Warehouse, the deliveries will be created almost one week in advance for preparation,.

The problem is that in case we don't have stock in SAP, the deliveries can't be created, and during the time of processing, the materials can arrive in the external Warehouse, we are using BAPI_GOODSMVT_CREATE with 261, issuing from the storage location assigned to the external WM.

I couldn't find any other alternative to create Deliveries for production without posting the goods movements in case we don't have stock, is there any solution for bypassing this stock check? Excluding Negative Stocks, we already tried removing ATP check from Item Categories and Delivery Types.

Also there cases the materials are controlled by batch and Serial Number.
