Maintenance plan has multiple packages but only first package getting triggered irrespective of the counter value

Hello experts,

I have a requirement that I want to set up a maintenance plan in such a way that at various levels of counter values, a different maintenance package should be triggered.

There are four levels- L1- L4. L1 is for 100 pcs , L2 for 200 pcs, L3 for 300 pcs and L4 for 400 pcs.

I have created a maintenance strategy , with scheduling indicator 'Activity' and cycle lengths as shown below.

I have assigned the maintenance packages to the operations in my task list also and assigned the task list in my mainteanance plans. I have created the plan using the same strategy.

My requirement is that when counter value is = 100, L1 should become due. When counter value is > 100 but <= 200, L2 should become due and so on. The PM order created on scheduling of the maintenance plan should also get the operations accordingly.

If counter value >100 and <=200, then operation with maintenance package L1 and L2, should appear in the PM order and so on.

However, that is not happening. No matter what the counter value, always L1 is getting due and the PM order is getting only those operations which have L1 package checked for them (in the task list). I have tried giving different hierarchies to different packages also but not much difference.

I am using IP10 to schedule the plan and I always restart, after the first time. The first time, I give counter starting value as 0 but later I let it have the current counter value.I have even started directly with a 250 value, hoping that both L1 and L2 will become due, so that in the PM order,those operations will appear which have both L1 and L2 checked for them.

Am I doing something wrong here or is this not the right way to achieve this? Please guide me.
