UJBR - doesn't restore users,data access profile

Dear BPC Friend

I took the backup from production and I have restore in Quality, but the users and data access profile haven't been restored.

I have deleted the restore in Quality, I have applied in quality the note 1927908, I have done again the restore in Quality but nothing changed
