Recently, when I open Crystal Reports Version XI over my VPN connection I can’t access the formula editor and select expert. I can make new connections and access fields, but not edit the formulas. When disconnected from VPN I don’t have the issues

CR XI is very old and likely not aware of any updated VPN connectors.
Download XI R2 and use your XI keycode to install it.
