No (or only by doing the same as SE41 yourself, compiling it yourself... not recommended at all)
Differently, you may use the contextual menu, or if you want Something really ugly, you may define a menu in the title bar via the "GOS container" which is an area on the left of the title bar (the title will be shifted to the right) and at the same time you may also define a dynpro which hides the application toolbar.
