This help page explains it nicely, sapstart is just the command/env variable you use to call the sapstart library or in windows sapstart service which then starts the system using the sapstartsrv service .
Unix The instance is started by the sapstartsrv process, and not directly by the start service sapstart. The process is started by the start service, which ideally is started by the sapinit script when the operating system is booted.
On Windows the instance is started directly by the start service (process sapstartsrv.exe). The start service is started automatically when the operating system is booted.
Also saphostcontrol is used for webmethods and security fuctions.
