Where do you want to see this alert ? During sales order entry ? If yes - doesn't the delivery proposal screen give the relevant information ?
(or) do you intend some automatic alert whenever the sales orders have fully consumed the stock and that you need to identify such materials with shortage in ATP ? If yes - probably you can build receiver ODL and pick those materials with 0 confirmation.

However based on my understanding if the intention is to find out all material location combination which do not have any unrestricted stock. I will propose to create dynamic alert which will read Stock Category(CC) and will trigger the alert if stock quantity equals to zero. You will require macro to do this. Unlike database alerts which are stored in database table(/sapapo/am_alert), Dynamic alert are created dynamically at run-time. This solution will require user to view alerts either through planning book or through alert monitor. You will require Planning Book/Dataview with particular keyfigure assigned to CC order category.
