Integration Directory - you can either use the Export / Import or the Migration Toolkit ( link from the previous response ). The recommendation is to use the Integration Directory Migration Toolkit.
Adapter Modules will also need to be re-coded to use the new API's from PI 7.1 ( You can refer to SCN for this )

The Integration Directory Migration Toolkit, can be used on both Dual Stack PI 7.4 and Single Stack.
The Integration Directory Migration Toolkit, converts your Classical Configuration ( Sender Agreement / Receiver Determination / Interface Determination / Receiver Agreement ) into a Integrated Configuration ( ICO ).
So, typically when you perform a PI Migration ( either Single Stack or Dual Stack Migration ), it is recommended to use this toolkit so you can start leveraging the new ICO features of PI.
Finally, the Migration Toolkit cannot be used for scenarios where the sender or receiver business system is a ccBPM ( Integration Process ) and these need to be migrated either manually or through a export / import of tpz files.
