VERY URGENT : Portal SSO for locked Backend User not working

Hi Team,
We have the requirement for Portal SSO to work for locked backend user. There is a situation that user do not allow to login to ECC but still can check his information from portal interface. Now in this situation his ECC account is locked.

Now when user logs in portal and tries to access the transaction Iview it is showing up ECC screen to login in portal

Please help to resolve this issue as this is highly critical.
