SAP FLM: How to Share file in draft mode to two users for review

Hi Expert,

How to Share file in draft mode to two users (more than one )for review, without send back from one User to Creator to second User.

How to achieve share draft file at one shot to many users?

(In Public Sector some file are created under committee approval. Before creation, committee need to review file in draft mode).
