How to change budget check error message to warning message in Travel Expense?

As per business requirement, we need to change the budget check error message to warning message. It means that user can still fill in the travel expense even when the budget is exceeded.

Currently, when the budget exceed user can't proceed to save or submit travel expense since there is budget exceeded error message displayed.

Is there any TVM configuration that can allow this function?
