Error in Creating Instance for SAP IBO in AWS

I have followed the instructions as closely as possible for setting up a CAL account with AWS by following SCN Document(http://scn.sap.com/docs/DOC-54564), While creating instance for the SAP IBO in Amazon Web Services(AWS) but getting following Error:

Invalid account credentials or no permissions for the Elastic Compute Cloud (EC2) Web service of the cloud provider.

You need to have the EC2 service enabled and the following roles assigned to your IAM user:

AmazonEC2FullAccess, AmazonVPCFullAccess, ReadOnlyAccess, and AWSAccountUsageReportAccess.

Note: Providing correct "Access Key ID " and "Serial Access Key" .and Attached the performed steps document also.
