Business System created in SAP PO

I am working in single stack Java PO system. The business system was not created and I requested them to create it. They did it manually and got a name like SID_PO_DEV. We are using single SLD for DEV, QAS and PROD. We also have solution manager in the landscape.

I am not able to access SLD from ESR and ID.

I think the Business system was incorrectly created. how do I rectify this? How should the business system for SAP PO be created?
