SAP Migration issue - ERROR in initialization (can't get R/3-version)

Hi Experts,

We are doing migration from Linux/Oracle to Windows 2008 R2/MSSQL 2008 SP3. Previous SAP version is N/W 7.00 SP14, ECC 6.0 and old kernel 700 with 600 patch. We are only doing OS/DB migration without upgrade.

We have installed MSSQL 2008 and applied SP3 Patch.

We took Kernel 721 REL with 600 patch along with SL Controller 700 (51039102_13 (Earlier system has 700 release).

SWPM has run up to execution phase.

After this we stuck with an error in Phase “post load”

Please advice we are executing these with local OS administrator not SIDADM. Is this something related to MSSQL Authorization issue?
