Crystal Reports 2013 Desktop won't start

Installation of the free download went OK.  But when I click on the entry in the Windows 10 All apps list, nothing happens.  The program never displays anything and never gives any indication that it ever ran.  What's up with that?

Hi Stanley,

--Check your firewall settings, may be it is blocking.

--Go in search and search for crw32.exe file, and double click to execute it.

--Also check product availability document, for comparability OS with Service pack.

I turned off the firewall.  No change.

I found crw32.exe in ??? and executed it.  It blinks on the screen for a fraction of a second and disappears.

I checked the compatibility document and it says that C.R. works on Windows 10 SP7+  That said, I'm confused about whether Windows 10 uses service packs. Can't seem to find that.
