Spares at Maintenance Area


Dear Experts,

Below is an scenario of a spares issue :

Maintenance Department has a local maintenance storage area where they keep stock of issued material for emergency need,

Now there is no record of material consumed at local storage level.

Need to map this in SAP, as we cannot create a storage location at every maintenance area(as per business) and also if the material is issued then the cost is transferred to cost centre/order, So how should I provide the best solution of this?

Please suggest..
