with holding tax code mandatory statutory gl accounts

Hi Experts,

I want to know can we put mandatory withholding tax and service tax calculation for Gl accounts..

For Ex:- while posting the fb60 entry

Dr:-Professional fee GL account

CR:-Vendor

here the user forgetting to select withholding tax amount (or) the party doing multiple services to us ..So if i select the GL account their must be restriction to post with out selecting any 94j or any other tax..

Please guide me how to do
