Cover page text is not maintained in VF02

Hi all,

I got 1 issue, where for 1 invoice of company code 0014 ,the file name of the attachment file is not coming. I compared with another invoice where the file name is coming correctly and found out that in VF02 and NAST table , cover page text is not maintained. But it is maintained for the other invoice. So my question is

1)who will maintain the cover page text (TDCOVTITLE)?

2)Is there any way to maintain the entry in NAST table as it is a standard one.
