No authorization to download reports from SAP

I am facing the authorization issue while downloading the ECC. I understood that i don't have permission for my S-uer ID.

Could you please suggest me how to get the access to download the ECC. Below is the error message i got it....

I use super administrator S-user ID.

I used browser certificate (SAP Passport).

I cannot report a incident at Support Portal because I have no installation system.
