(401) Unauthorized - when I try to add a new Service Layer - Service Reference in VS

I have a problem in Visual Studio, when I try to update or add a new Service References.

Also, in REST client it works OK too

How I can fix it ?

You are doing it wrong. Click Advance > Add Web Reference.

It is a Web Reference not Service Reference.
