Derivation Rule error at the time of Sales Order

Hello All Experts,

I am facing an issue while raising sales order for derivation rule is not complete in production. While maintaining the changes in Dev and QA and moving the changes to production processed to sales order in order to complete the O2C cycle, strangely now without value being maintained in KEDR system was to complete the whole cycle.

I am wondering how system was able to process the complete cycle and did not receive any error at the time of billing? I believe costing base COPA gets hit at the time of billing always.

Derivation rule is maintained with "Condition" saying throw an error when values not found.

However expected values are not transferred to COPA, the characteristics are still blank. How can system skip checking the derivation rule values even if those are not there in KEDR ?
