Reg : UOM in B1 Starter Pack

Hi Experts,

I would like to create the Unit of measurments and UOM groups in SAP B1 9.0 with B1 Starter Pack licence.

But iam unable to open the Unit of Measurment screen and getting error.

is this is a limitations in B1 Starter Pack?

Please let me know the solution.
