Elio, there is no formal certification for PowerDesigner and any TMForum artifacts. Back in 2011 Sybase did some work to build out elements of the TMForum framework in PowerDesigner. See screenshot below. This worked well and some of my customers still use elements of this.
Are you interested in the detail of how this works without certification? I have been intending to spend more time on this for years but it's never a priority.
