Are we supposed to maintain the conversion rules:
1. In the sender system for the outbound idoc and
2. In the receiver system for the inbound idoc as well.

This looks like an interview question and a not a very smart one at that (unless it's taken out of context). These are usually frowned upon on SCN.
What exactly are the "conversion rules"? And what do you think the answer is?

What conversion rules are you referring to?
Any conversion rule is a IT / Business decision on which system will do the needful.
