Workflow for Work Instruction maintainence of new products ?

Dear seniors,

We have a process in which new products are create often.

The new products will have a routing with multiple operations for manufacturing.

Please advise on the options available for workflow in this case, so that when the new routing is created, responsible persons are notified to create the work instructions.
