Purchase Requisition to reserved material for service notification

Scenario we faced:

User A received a Service Notification which need material M1.

User A then create a purchase requisition for material M1 with PR Stock.

Material M1 arrived at the company and GR into Unrestricted Used stock.

User B saw material M1 in stock and issued it for other use.

Question is: is there a way to reserved/locked the material M1 stock to service notification specified at PR

so that after good received no other people can take it?

Options that I thought might do

1. [Project Stock] PR using type Q but need to create a project to hold it
2. [Sales Order Stock]

How do you expect a system to restrict usage of a material M1 for user B if user A missed to create a reservation?

Or did you expect that a requisition auto creates a reservation just because it has a referenced document? what do you actually mean by PR stock?

I am looking for behaviour similar to project stock, when good is received from PO the number is transfer into the project stock. But instead of project I am hoping it would transfer into service notification or predefined storage location.

Project stock is special stock and requires a certain account assignment, so you are very limited here. If you order to neutral warehouse stock then you have to make your reservations.

Without knowing the business process there is currently no other answer than creating reservations manually. Creating a project and defining the required material there  to get then an automatic reservation is from my point of view a huge overhead compared to a simple reservation in MM.

Still you need to setup a dynamic availability check for a goods issue.
