Question is - how to remove this stock from QA and move to unrestricted stock.

First you should clarify if you wish to go through the Quality Inspection route or not. If you need to follow QI process, then create UD code & Catalogs in QS51 and then process your inspection lots linked to the quality hold stock. That should free the material form Quality Hold stock to Unrestricted stock.
I believe you can't now revert all the material documents as you have completed the steps till MIRO, and payments were already credited to the vendors. So, material document cancellation may not be possible at this moment of time.
The next option will be to use SAP Note 48815 program to move the Q-hold stock to unrestricted stock. This process will settle the issue you are currently facing, but this is not a process fix!! You will still have to make a plan as to which way you need to work on in future, means with QM flows or without QM flows, and then work accordingly.

I strongly believe running the SAP Note 48815, program ZQEVAC20 should be very selective and this is not an alternate to fix process inconsistency. This one should be used very selectively and there should be right process in place as the first thing.
If QM is really not going to be used for this plant in future, please deactivate the Inspection type assignment form QM view for your materials for this plant. If you wish to do it in mass, use the below process -
a) Get table dump form QMAT for your target plant XXXX. Here you will get all materials where inspection types are assigned. Put a filter and you will understand what all materials has what all inspection types added.
b) In QA08, check the tab Deactivate Inspection type. Add Plant = XXXX and select 'Create Change Document' and then put the inspection type, which you have got form table QMAT by putting filters in QMAT. Then execute. Once you do this step, though the inspection type added previously will still be there in the material master - QM view, but the "ACTIVE" indicator will be removed, making this assigned inspection type UNUSABLE.
After doing these two things, you can ensure that there are no such materials available in your XXXX plant, where some materials are extended with active inspection types, which may create problems later.

Yes I do agree that SAP Note be applied only when there is a real need for it. However one thing that I could not understand is that the Plant under question was not having QM plan activated but the material was having QM in its material master.
So why does the system allowed Quality Inspection for this material during PO and MIGO stage? Shouldn't it give a warning/error message?

Creation of inspection lot is dependent on the inspection type assignment to the material master - QM view. At this point of time inspection lot will have initial system status "CRTD" , but will get an entry in QALS table. If you have selected inspection plan checkbox in QM view, then it will suggest that inspection lot created will get REL system status (unless there are some other issues..).
So, for your case, the 1st condition satisfies, so it has created the inspection lot, for which you need to co cleansing activity, to normalize the further effect of it.
