UDFs not appearing. CTRL+SHIFT+U not enabled.

Dear Friends,

For particular user id UDFs created on general category is not appearing for a particular window - Purchase Order and CTRL+SHIFT+U disabled.

User is able to see UDFs for other windows like GRPO and view 'UDF menu' is enabled.

Tried giving full authorization to the user who is working under Limited Logistics licence. Can someone explain what's wrong and help me in resolving this issue.
