Advanced Claim Approval error : Incorrect Status movement

The last approver for the advance request gets error:

Incorrect status movement(In-Process:Approved to In-Process: Approved) for generic Application, reference number xxxxx

The error may results from view "V_T77WWW_CLSTFL", but I'm not sure how to maintain it. Please have a look at its contents below:
