Organizational Management - Approval problem

Hello community,

I have a problem about the approvals. So in level 1 I have the company and the CEO as Manager and in level 2 the partner as Manager. When the partner submit a sales quote, for instance, the CEO receive the notification for approve. Now the CEO want to submit one sales quote for the partner. I create one workflow with notification (via email) but he wants the approve option. How I reverse the process from level 1 to 2?
