Is COPA optional or mandatory for SFIN migration

Hi Experts,

I'm currently doing one SFIN migration project where I found that COPA in not implemented and operating concern is also not created. Client is also not interested to implement COPA. In such case I can ignore COPA implementation and migration and go ahead with other SFIN migration with all other sub modules.

Please suggest.
