SMQR Scheduler in waiting state/Smq2 queue still in ready and is increasing

Dear Experts,

In SMQR,the Schduler is in waiting state,and in smq2 the queues getting increased and in ready state.

Tried with the following steps:

1)SXMB_ADM->Manage Queues->Registration,Activate

2)Maintained the below parameter and took a restart

1 ->  rdisp/rfc_max_queue      = 60

2 ->  rdisp/elem_per_queue  = 10000

But still the scheduler remains in waiting state and SMq2 entries increasing.

Is there any message at the top of the queues in error? If yes move save them using SMQ3 and unlock the queue.

This could be a case where failed messages at the top of the queue are holding up your messages.
