not sure if this is related to your error (and if you still have it since it's been a while) but this error code also occurs in systems that have an installation/license number 'INITIAL' (or another one with less than 10 characters) e.g. if they stem from a system copy.
You can resolve it by applying any license (10-digits) to your ABAP system, or by installing an SAP Kernel patch (7.45 PL 117) to your ABAP system (see here for details in the context of the S/4HANA trial)

I think it is because of PI system set up issue. Do you have connection enabled between SAP to PI system? FSCM credit management works with PI integration.

I think I remember some kind of similar problem - I think, when I viewed the long text of the message, it would provide me with a link to customizing.
-> there I could set the message to "warning" for my user.
Of course, that doesn't solve the problem itself, but maybe it lets you go on with whatever it was you where trying to do.

So we solved this issue with the help of SAP and raising an OSS note. Here is the solution.
"Dear customer,

* After having created the SSL Server PSE (step 3) and the SSL Client

In short it had to do with our security certificates which a basis consultant should be able to sort out.
