Is there a way to integrate SAP Cloud for Analytics with Relational databases such as Oracle or MS SQ?

We do not support that type of connector at the moment.
However you can use those sources in combination with SAP HANA Smart Data Access.

Another option, if you have the BI Platform, is to connect to the data source via a Universe (UNX).
C4A can consume a UNX relational universe hosted on the SAP BusinessObjects BI Platform and so this is another option available to you. However its really only an option if you have the BI Platform.
