WorkProtect Mode

I set WorkProtect Mode centrally for all portal users per note 734861. However, when the WorkProtect Mode pop-up is invoked I would like the second radio button to be the default selection, "Go back to your page and save data."

I looked in the properties of the "com.sap.portal.epcf.loader", System Administration -> System Configuration -> Service Configuration but I had no luck. Any advice is appreciated.
